Recently, one of our clients was involved in an accident while making a left turn. She put on her left signal and proceeded to turn. The driver behind her started to pass on her left, which caused an accident. Our client was wrong because on a two way road with shoulders (there need not be a lateral lane) the legal procedure is to put on your left signal, then pull over to the right shoulder and wait for traffic behind you to clear. Then you may complete your left turn.
The left signal should only mean on open highway when someone is obviously wanting to pass. Never in the middle of town or busy intersections.
