There are two main newspapers in SLC, one conservative and the other liberal. You can guess which one the Tribune is. Although the population of Utah is traditionally conservative, and both presidential candidates never bother to visit the state because they both know how it will vote, it is little know outside of the state of how the liberals (although a minority) have taken over the governments of SLC over the years. Last year the mayor and all of the city council of SLC were democrats and the 'ordinances' that flowed out of this government body was very bent towards the socially progressive...........like a 'special fee' charged to landlords to 're educate' them because most of the crime problems in SLC were blamed on them and the 'poor way' they took care of their tenants. When in reality it was only a tax against the 'rich bourgeois land owner' and promoted more 'social justice' by taking from the rich and giving to the poor. But like all fees by government, it was just another tax with a social justice excuse tied to it and the additional tax was of course passed onto the tenants in the form of higher rent. But the 'progressive' felt good about the 'fairness' they had meted out onto the rich guys. There were many other such 'Robin Hood' ordinances passed like this. The good thing is that the state always pays it bills and never runs up with a deficit in spending and usually ends with a surplus of funds (too many taxes?) at the end of its fiscal year. Not many states that can claim that type of fiscal management. And there is no where in any of the the cities where one would fear walking at night. The newspaper article merely points out the diversity that exists in a traditionally conservative Mormon culture and we all benefit from that no matter where we are.
