We would like to advise that effective August 1st 2016, there was a change to
our cash advance fees. The new fee of $3.50 applies when obtaining cash advance
at any Global ATM Alliance Bank ABM outside of Canada.

Update.

After I questioned the bank about their web site still stating that it is free in Mexico, they refunded my $3:50 with no explanation...
