New users do not have access to the PM (Personal Messaging) system.
In order to use the PM system a user must be registered for a certain
number of days, must have successfully posted a certain number of times,
and must be unmoderated. New users are moderated by default but
the moderator may elect to change that after a number of acceptable
posts have been seen or upon request from the user.
The reason for the PM restrictions is to prevent unwanted threatening
or bullying personal messages from a few of the users who like to do that.
